I've been having a little discussion in a Raikage vs Neji thread about whether or not the rotation would be fast enough to glance off a blow from A in V2.
I'm not necessarily convinced either way, but I've been on the side of A breaking the rotation.
Argument for A's attack

Argument for A's attack
In the situation as I see it, A will be moving at normal speed while Neji looks to be in slow motion in comparison, in terms of a slowed down view of the attack. Assuming the dome is still complete in this slowed state, the dome will be moving at the speed that Neji is rotating. So, if Neji seems to be moving in slow-mo, the dome will be as well. Now, that in comparison to how much faster A will be moving, his strike will pierce the chakra dome as it's rotation will not be fast enough to glance off the blow. Also, with V2 lightning shrouding the punch, the chakra dome's speed, fluency, and integrity will be thrown out of whack, possibly throwing off Neji's stance all together at the moment of impact. From my perspective A would smash through the rotation, but hitting Neji may or may not happen. I could see A breaking into the dome, but the remaining rotating chakra pushing him slightly to the side, allowing the blow to miss Neji, but effectively breaking Neji's stance. I could also see A smashing through the dome and hitting Neji directly, it pretty much breaks down to the speed of V2 vs the speed of rotation (and that is something that is hard to calculate).

Susanoo is a stationary wall type of defense and one of the weaknesses of a stationary wall defense is that it will break if a certain amount of force is put into one small area.
Rotation doesn't have that problem simply because of the continuous rotational properties of the defense. Attacking one small area with blunt force is pointless because the chakra is constantly being ejected from the user and is in motion around them, therefore, the impacted area will simply deflect the force of the punch. In order break a full rotation without having a backlash effect, the attack can either be so massive that the chakra is crushed underneath the weight of the force, or the attack would be a type of drilling motion, in which the spinning speed counters the centrifugal force of the chakra, allowing it to penetrate the dome and drill its way to the source.
There are plenty of very large scale attacks that can overwhelm a regular rotation, though the only drilling type techniques that could penetrate one would be odama rasengan and possibly even wolf fang over fang. Again, this is just to break a regular sized rotation. To break a large one, you have to increase the scale of the massive attack/drill in both the size and mass, and for the drill, increased spinning speed.
