even part 1 nejis kaiten would stop part 2 kakashis raikiri. as he doesn't have a bulging out chakra cloak as naruto did & still failed

In the scan of Naruto punching Neji, he didn't have this rotation in full motion to stop the punch regardless. He was just getting it started when the punch actually happened. If Neji was actually in a full rotation he would have blocked Naruto's punch and sent him back.

OT: The rotation should be able to block Kakashi's Raikiri if rotations is in full motion and has had a lot of chakra expelled for it, such as War Arc Neji used against the Juubi.

Depends on the chakra put into it, irc this is the only factor for this scenario. Speed on matters for multiple attacks, the chakra sent out in the beginning is what stops attacks, the user spins to repel.
