Naruto with just Kurama's punching power was able to best Neji using Rotation. Naruto charged directly at Kaiten and still was able to move around. Raikiri, being an S-Rank jutsu, as we know, is stronger than initial Jinchuuriki form Naruto's punch. I say Kakashi would take it but only if it's Part I Neji's Kaiten. A more advanced user is debatable, since the power of Kaiten seems to stem from how much chakra can be pumped into it at once.
