I was wondering if one exists or should be implemented, if one does not exist then i suggest forming a select group of people based on bio's suited to the purpose of hunting down rogue ninja, the key reason behind this is village information, now i know all the important stuff is strictly between the upper echelon members, but even the minor stuff holds note, not only that but if people who leave are let free it makes us appear weaker as a unit overall, we need to demonstrate some passion for our members, and show them that Konoha is for life not just for christmas. <_>

Each village Kage deals with dissidents from his or her village in his or hers own manner. You act in accordance to that same kage's will.
