In theory Rock Lee can win against anyone, just needs to open all 8 gates and they won't stand a chance.
And if it's Sasuke just after he left Orochimaru he doesn't have MS so this one goes to Lee, if he opens up his gates then not even Sasukes sharingan can keep up with him!
