If it's 8 gates then Double KO...
Assuming Lee isn't suicidal, if he's able to go to 7 Gates, then it leaves Neji with a slim chance at victory to say the least. Gai stated that Lee's high-speed combo from the Ura Renge is the key to defeating Neji.
But considering they're rivals and that by now Neji's likely accepted Lee as his equal, he's probably been working on this vulnerability.
When it all comes down to it, asking who would win between Lee and Neji is like asking who would win between Gai and Kakashi. As rivals, they're both capable of beating the other

Neji barely had time to rotate against a kunai slash from Naruto who wasn't even going that fast, he barely stopped the kunai slash too. Rock Lee 5 gates>>> Naruto at the Chunin exams (with Kyuubi chakra), if Neji can somehow rotate fast enough before Rock Lee gets to him (which he can't) I'm pretty sure he will be able to break through it. Rock Lee was by far the strongest at the Chunin exams, 'cept for Kabuto or Orchimaru if you wanna count them, Rock Lee godstomped Gaara hard and only lost due to plot.

He 'climbed' all the way up to the 5th gate back in part 1 specifically to defeat Neji. That's because the 5th gate has what it takes to bypass Neji's defences.

People are stupid. It's honestly to tough to call I've said it before and I'll say it again just because lee knows the 8 gates isn't guaranteed victory afterall the gentle fist CUTS CHAKRA OFF also even rock lee doubts the 8 gates in part 1 he would need the 8 gates to defeat neji afterall even the average hyuga shinobi is a high rank neji is a genius among them his gentle fist trumps all if lee even gets tapped he's in trouble he's also the fastest striker
