Maybe so but that doesn't mean rock lee hasent improved. Plus it seems to me that neji has troube handeling speedy characters such as fox naruto. Rock lee is all about blinding speed.

well, thats probably true, only much stronger chakra or some other type of chakra forms like, life energy in this case, can penetrate through kaiten, but lee will be very hurt too.
