From the moment Lee saved Guy from Madara's truth-seeking balls, to the point Guy used Night Guy on Madara, he has been in Gates, even going into 6th Gate soon after Guy opened the 8th Gate. That was enough time for Guy to send Madara down a mile high crater, hit him a couple more times with Evening Elephant, break through his Black Jinton defense once, damage him even more to the point that he was bleeding profusely, and hit him again with Night Guy. Therefore Lee is more than capable of dodging Kitsuchi's attacks and getting up in his grill at 20 metres. And he is especially capable of maintaining the Gates whilst pummeling Kitsuchi.

Maintaining gates for few mins is enough to pummel most people. Distance would get covered in few seconds, in gates he can land good loads of hits in matter of seconds :

and unless a person does not have abnormal durabilty or defense; he/she is vulnerable. Entire battle would be rendered into minutes.

He assumed Lee blitz and kills Kitsuchi because Lee is a taijutsu fighter where as Kituschi is the commander of all the taijutsu fighters in the war. In this case, rank means a lot. Because Kitsuchis status as the taijutsu fighters commanders, its idiotic to say Lee blitzes him at 20 meters and instantly kills him. Like what the phuck?
