It goes down to Juugo's durabilty and how his physical state will respond to gated Lee's strikes.
He was able to tank

but 2 hits from raikage ended him...Lee is not strong as raikage but he can land more strikes in gates due to fighting style; plus AoE of his strength was not small compared to raikages: [

Juugo launched canon balls to the raikage after he got struck and raikage stood still, don't think Lee would do the same.

Adding up; both are not intellect and do not rely on outsmarting but Lee has the on the matter since he is atleast sane and shown to be a little more tactical compared to Juugo.

Honestly tho i dont think Lee needs to open Gates in scenario2 (if he can),his reflexes were top notch,i cant see Juugo tagging him in his Drunken state.

Well that is true; Lee was able to avoid speed and magnitude of attacks of this caliber in part 1 and after surgery:

His base strength was this level when he was 3-4 years younger (he logically has more physical strength now):

Depends on how much damage Lee can push at base state against a curse mark user. He won't be raikage level but he would land more than 2 strikes unlike him.
