Fire is weakened by water, and expanded by wind. It is the result of an exothermic chemical reaction, and can easily be created when a magnifying glass meets napalm(wich i know 5 recipies for, thanks to the anarchists cookbook.)

Arright,....

Ninja use fire by gathering chakra and weaving different hand seals in order to preform jutsu. It is an offensive element, and is a basic element, strongest against wind, and weakest against water.
