Rinnegan was the first doujutsu which obviously the SOT6P possessed, but since then was passed down and evolved or mutated if you wish in to two other kinds, sharingan and byakugan, although we have seen the final stages of the sharingan is awakening the rinnegan, some may argue it its not a power up given the immense power the sharigan posses such as izanagi, izanami, tsukuyomi,susanoo, kotoamatsukami, amaterasu and many more, but others could also argue shared power with the rinnegan which, Animal Path, Asura Path, Banshō Ten'in, Chibaku Tensei, Creation of All Things, Demonic Statue Chains, Deva Path, Human Path
,Meteorite Technique, Naraka Path , Outer Path, Outer Path: Samsara of Heavenly Life Technique, Preta Path, Shinra Tensei and so many others.

so in saying so, its kinda hard to say.

Let's not forget that the Rinnegan is supposed to be the evolution of EMS, the pinnacle of dojutsu. Therefore, the true Rinnegan, like the one Edo Madara has, can use the EMS techniques. Proof of that is very simple; Madara can maintain Susano'o with the Rinnegan.

Nagato's Rinnegan was implanted, so it didn't have the EMS powers. I don't know why though; Kakashi has shown to be able to switch between Sharingan and MS, so Nagato should be able to use Sharingan and EMS too, but whatever.

He would've probably been too Overpowered, or Madara placed a seal on them to cancel out his Magenkyo Powers.
