Just kidding Rinnegan of course. Sharigan is a down grade from from the Rinnegan and obviously if Sharingan was stronger don't you think Madara would be using it?

rinnegan is the highest level being a true rinngean user is better because they can revert back to ems or normal sharingan (which is more versatile but not as powerful)
