By definiton it's not true.

There are 3 kinds of Rinnegan.

The Original Rinnegan (held by Rikudo Sennin for the first time).​

And the Rinnegan , that Uchihas are able to activate = By bringing their EMS over their Maximum level (from that stress on the EMS = will bring forth the Rinnegan = but is extremely dangerous = person might die in the process). = It's explained in the Uchiha Tablet(Rikudo Sennin wrote this) most likely.

And the second way = Rinnegan will appear once in thousands of years = in the Era of great war and suffering by the Natural way = Just as Rikudo Sennin did.

Tobis way = unknown. (was sayed to "give" Nagato the Rinnegan)

But that's not true IMO.

I think tobi told Nagato "how" to use the Rinnegan = Uchiha Tablet = that's equivalent to "giving" the rinnegan = If some one has "Rinnegan" , but is unable to controll its power = then that = like not having the Rinnegan = if some one has the Rinnegan , but is unable to master it then it's the same as not having the Rinnegan in the first place.

Some one can have a sword = but that does not make that person a sword master.

Thus Tobi teached Nagato how to use the Rinnegan.

People. It has been proven countless times in the series that anybody, ANYBODY can get any eye. Think kakashi danzo that dude that discovered that danzo was controlling the samurai. Get it? Anybody can get any eye however. What I find people just simple ignoring. The senju and uchiha are watered down versions of the sage's sons. Go back to the episode when tobi told naruto that he was destined to fight sasuke just like madara was destined to fight hashirama. Just like their ancestors did. Get it? Ancenrtors.... Meaning generations and generations of fighting, breeding and dilution of the bloodlines. Hashi and madara were just the most recent however the premise still remains. The younger son got the body meaning longevity, lots of chakra and the older son got the eyes meaning only they can UNLOCK the rinnegan and they also possess the most powerful chakra. Nagato was considered am anomally because he possessed both genes of the original sage. Meaning his body... Uzamaki link to senju link to younger son and his eyes meaning rinnegan. That is why edo madara is so awesome because he has both the links. Eyes:rinnegan and body:hashirama's cells

i have a theory for the Rinnegan, nagato and uzumaki:

as we all know, it has been mentioned that you need both the Sharingan and senju dna to unlock the Rinnegan, but nagato was an uzumaki and did not have Sharingan.

so the the theory is that the uzumaki must naturaly have both senju and uchiha dna. meaning that so6p was a uzumaki. because the sons became the senju and uchiha.
tobi stated he gave the Rinnegan to nagato, i think that tobi basic sent the two Konoha shinobi know what will happen. and just like the Sharingan, extreme emotional stress is need. so from having his parents killed in front of him, triggered the Rinnegan in nagato.

2: we all know that uzumaki possess incredible longevity and life force. thus making them good tail beast host. must come from either the fact the so6p was the first Jinchūriki or a god. most likely giving them their fast healing ablitiys.

Your theory could work but why couldn't tobi have just awakened the rinnegan in himself using the uchiha tablet, then transfer it to nagato the same way itachi did to sasuke, then take it back when the formation of the akatsuki did its job.


Good theory though, I just try and stay away from theory crafting if the current linear story line makes sense.
