Logically, Madara beats Rikudo Sasuke Mid-Diff.

- His Susano'O would be far superior, It being fueled by the Chakra of the Juubi. While Sasuke only has Hagromo's Yin Chakra and his flourished Indra Chakra. While Madara's Doujutsu prowress cements this further. Having the Juubi's Sharinnegan and a pair of Rinnegan. While Sasuke only has one produced by Hagromo's Chakra.

- Flight and Chibaku Tensei Downpour give Madara time to cast IT, allowing him to replenish chakra whenever needed or just to pump himself back up.

- Juubi allows him to completely outlast Sasuke

- Shin Jukai Koutan is Planetary level, Sasuke can't escape it while his Susano'O is constantly binded and drained.

All around, Sasuke loses this. If he had the Bijuu's Chakra, then he could power up his Susano'O and overpower Madara. Though he really wouldn't be able to put Madara down. The only thing he has that could break a scaled Rikudo Madara's PS is Indra's Arrow. Madara being Immortal, Survives this while Sasuke runs out of chakra.​

In order for the Seals to work the person has to be weakened or there movements have to be restricted. Why do you think Naruto was using the Shukaku Rasengan and Sasuke was using Chidori?

No such condition was stated in the manga.

In fact the manga displayed the opposite. Naruto and Sasuke tried to touch Kaguya with the seals from the beginning of the fight in the lava dimension. The attacks were simply for distraction purposes.

Under the conditions set by OP, Sasuke easily wins by touching Madara with the two seals.

Sasuke dont have senjutsu to deal with onmyoudon and he dont have sealing jutsu to seal limbo clones.

Not to mention regeneration ability Madara have.

With both seals Sasuke wins if Madara's PS is restricted.

He has to touch Madara with both seals at once but he'd be protected by his Susanoo so that should allow him some time to avoid the seals.

Since Bijuu PS is restricted, Sasuke's ordinary PS might not be enough to break through it. The reason the Bijuu PS was that powerful is because it was used as a vessel for the Bijuus instead of the Gedo Mazo. With Bijuu PS he may be able to pull it off as well since it's d be stronger than Madara's.

The seals that were used on Madara back then seemed different. Kaguya's power was instantly sealed away (RinneSharingan turning black and white) while Madara had some sort of seal appearing on his body before he switched with a Limbo clone.
