Not the only counter. The other ways to counter kamui is to have top 5 speed and good sensing skills(precognotive abilities like sharingan movement prediction or SM danger sensing). This way, the shinobi will be able to sense the upcoming tjread(obito's atack) and will be fast enough to dodge it and counter.
