No it is not. It is a counter to the sharingan. You don't need levels to make it better as far as we know; you just have to just be better at using it.

How is it a counter to the Sharingan? Byakugan users use gentle fist taijutsu combined with there byakugan to see chakra points and strike them. Sharingan users can do the same thing. Plus read movements. Aka dodge gentle fist attacks. Byakugan users are only good in close combat. Sharingan users can get distance and attack. The sharingan wouldn't own the byakugan but it would win. Rinnegans and sharingan can almost do everything the byakugan can do while the byakugan can't do most things they do. I won't even stress byakugan vs rinnegan. You saw what happened to hinata when she fought pain. He pawned her.

Never was it directly stated Byakugan was the weakest Doujutsu.
And yes, the ability to completely shut down an entire chakra system with one blow is "really" weak.

A Hyuuga can still hit an Uchiha and shut down his chakra just the same. Just because noone has gone off the deep end that's a Hyuuga and therefore shining off their abilities doesn't make them not as powerful. Besides, remember that the Hyuuga were there to keep the Uchiha in line if they were to revolt. They actually considered the Byakugan to be greater which was why the Hyuuga were considered to be even more elite than the Uchiha in Konoha. Personally, I think they are equal not better.

I agree with you. I was just about to say it does depend on the user. But the stronger hyuuga we know of is probably neji or hinatas dad. And as much as I like byakugan and neji I can't see him defeating itachi madara or sasuke. I'm sure there are byakugan users than can beat some Sharingan users. I admit that I don't see anyone defeating Madara, but Sasuke is a screw-up that revels too much in his own power so he can be defeated. Itachi has to be caught off guard and hopefully it's your "best move" attack or you're screwed.

Very few Uchiha were able to do that. The byakugan doesn't need levels just better users. That is until Kishi decides to give the byakugan levels later on which would just downgrade the byakugan in my opinion but it's not my story so I have no say so in that.

also why would madara want it if it wasnt better than the Sharingan.
nagato probably never used the true potential of the rinnegan, he was only able to make a big ball in the sky while so6p made the moon.
