Nagato did not have Sharingan techs because he couldn't shift out of the Rinnegan to use them.

OP, i'd say yes. Rinnegan is said to be able to learn any technique, even light dark techniques and 6 path, logic defying, techniques. If the person's body is already compatible with/they already have knowledge on how to use kamui/tsukuyomi/amaterasu, I don't see why they can't use it with eyes said to be able to do anything.

I doubt it. It has never been shown. Though the sharingan can change into a rinnegan(with the help of senju cells) it is still a different doujutsu from the sharingan. Therefore the rinnegan user must change it back to sharingan form to use sharingan abilities. Susanoo is the only exception
