I think this scroll wrote by Kaguya and not Hagoromo.

Let say Kaguya used her third eye(9 Tomoes Sharingan) to print the informations on the scroll, thats why Sasuke(Rinnegan) couldnt read it.

Rinnegan can read the tablet because the tablet is wrote using Rinnegan/Rinnegan alphabet/grammar.

It wasnt about decipher, but a high level of dojutsu to see through the seal...
