Looking back to chapters when Nagato revived the citizens of Konoha after Naruto managed to convince him to, I realized that there could be a serious problem with Obito's and Madara's Plan.
Although the Rinnegan does grant the user the ability to restore life, for one, a body is needed for the life/soul to inhabit. Since Madara died years and years ago, his body must have decayed, so there is no body for his soul to return to. Additionally, Nagato noted that he could revive people for only for a certain period of time after their deaths. Seeing as he was not able to revive those who he had killed before his invasion of Kohona, most notably Jiriaya, maybe the time limitation of the Rinnegan could also prove to be a problem for Obito truly resurrecting Madara.
