Alright so I have 2 questions/points to make about this jutsu.

1. Can a fresh nagato use it without killing himself? Refer to what Konan says here:

"If he uses it now with these chakra levels..."
Does that mean that Nagato could freely use this technique and he wouldn't sacrifice himself? If that's true, that's a pretty broken thing to have...

2. Can an ET Rinnegan user spam this with no side affects at all?

Yes, he died only cause he was already low on chakra and he has revived the whole of Konoha

Yep, a fresh Nagato can indeed use it and survive.
