There are 2 known ways:
1. By eating the fruit of the shinju (that's how Kaguya got it).
2. By possessing the power of transmigration (rinne) and approaching the moon. In other words, you have to be a transmigrant, awaken the rinnegan, become the 10 tails jinchuuriki, and fly up close to the moon. This is how Madara awakened it.
