The only reason Hagoromo, Madara and Obito came to possess Rikudou Senjutsu is because the ten tails coffin seal. When one becomes the juubi jinchuriki they by default gain Rikudou Senjutsu.

Rikudou Sage Mode is exactly that, the ultimate sage mode that allows one to gather and utilize Rikudou Senjutsu. The databook only list Naruto and Ashura users because only they have RSM. All other Rikudou Senjutsu users are byproducts of the juubi upon becoming it's jinchuriki.
