When first tanked the sword he got hit by a slash as toneri attempted to cut him in half, witch dragged him down with the sword down below so i am pretty shure it was the attack full power.

But its not a direct hit/stab if that is what you are refering to, witch i dont see any diference as to way it would make the previous attack less powerfull.

OP i think it has something to do with the fact that naruto was caught of guard by the sword meanwhile momoshiki wasn't, as we know chakra isnt always on use(even if you are on a mode), they need to build up from your stamina and others resorces

After you build up your chakra you can choose what are you going to do with it, as for use ninjutsu,genjutsu or enhance your phisicall capacitys as your durability streng, speed etc.
Note: i am petty shure that enhancing your body comes from taijutsu (probably thats why lee can do it too).

There is many examples for this.

Naruto stabs himself with pains rods

Obito gets hurt by a kunai

Kaguya's gets her arm sliced just by naruto's kyubi hands

Reason: Naruto straight up blitzed kaguya without giving her time to react and enhance herself.

Naruto was not also expecting the sword of sasuke to be controlled by shin. that's why he also wasn't able to react to it

So I don’t think naruto’s cloack i inferior to the sword I mean he was already capable of blocking sasuke’s chidori witch is his strongest piercing ability.

Plot, sasuke's sword also cut jj madara in two. Momoshiki's neck game strong. XD
