Orochimari isnt stronger than Rikudo Sennin but Orochimaru>Rikudo Sennin.
Why?
Orochimaru can live forever (with new vessel) and Rikudo Sennin died.

Oro wants what the Rikudo has. He wants to know how to master/create all jutsu. His goal is pretty much to gain his power which is obvious since he wanted Sauske for his eyes and he knew what the eyes could become. There is no way is is superior if he strives to gain the abilities of the sage.
