I'm going with Minato. He's much more skilled and intelligent than Naruto is. He also still holds the advantage in speed considering nothing's faster than teleportation. He can also use his space time barrier if Naruto uses rasenshuriken.

Naruto moderate difficutly

Minato can spam all his rasengans and they're gonna do jack to naruto in Shroud mode...i say this because naruto was tanking A's punches with moderate difficulty and said that it was like being it"by a milion pounds " and naruto can boost tons of durability feats...while on the other hand Minato hasn't such luxury...

there's nothing such as outlasting naruto in nine tails shroud mode,he has bijuu chakra reserves to spam rasengans like a m*******er

and there's no death reaper seal for the draw here cause naruto cant be overpowered or bound in any way by minato so no DRS

There's just no way for Minato to win 0%...tough naruto is not has intelligent as his father it matters little when you're facing a powerhouse like Naruto,let's say the power covers the intelligence gap

If by Final Valley you mean VOTE...then how are the kunai knives are scattered...there's water every where Minato cant throw them...he needs to move the battle to a location with Land Presence.

And Minato Wins any-day. Naruto's way of shinobi or his guts may prove troublesome for the others but the Yondaime is on a different level...he tends to download and destroy...no wasting of time,no talk and no nothing.
