Ok, focus your wind chakra, and then let out a bunch of it as if in the form of a large cloud. Let the cloud of chakra rise into the air, and then allow the chakra to materialize into wind while in the sky so that it can come down as a giant tornado.

Almost, make sure that the chakra is spiraling for the entire time, even when it's in the sky materializing. And when it comes down, make sure it stays spiraling, since a tornado is supposed to last for a while.
