You're not rising anything up. It's snowing and you're making a blizzard, so use the snow that's already in the sky. It's not a blizzard if it's not coming from the sky.

:| You have to mold the ice as it's coming up, focus your chakra in the lake, and AS THE CHAKRA RISES mold it into a dragon shape. Then have it rush towards me. You did it in the wrong order. =/
