If you get any of the Titan Graphics cards (Titan, Titan Black, Titan Z), you probably won't need another Graphics Card for the next 10 years. PS4 and Xbox One is a joke compared to these beasts.
exactly, if i were to, by any chance, crossfire 5 ps4's gpu it still wouldn't compare to the titan or even the ATI r9 series ROFL!
OT: They are there, as hardware rapidly improves, game graphics will and thus their requirements, they are there for a reason, so you can play the games with decent frame rates, you won't be enjoying yourself when smoke and particles, or detailed envoirment drop your FPS down to 9-10 with an outdated GPU. even so however, the GTX versions are sufficient and really good, you should look to upgrade your hardware so you wont need to worry about them for a while, that's the best you can do, the titans are too expensive, go for the GTX models if you're low on budgets or the HD raedon 7 series are also decent.
I have managed and maxed out some games even on the GT240 as well (which is a pretty outdated card) like gta 4 (this was the game i didn't fully max, as i encountered drastic FPS drops on certain location and explosions, i ran it fine on some mid settings with an overclocked core 2 duo E6600 nonetheless) godfather 2, brotherhood, AC1/2 (even with multi sampling set to 3), call of duty black ops 2, mw2/3, devil may cry 4 gives me an average of 50 fps with performance tests.
Even so, the GPU plays a major role in running games then the processor does, i have seen and done tests myself, in which i have tested call of duty black ops on pentium 4 overcloked to 3.6ghz with 3gb ram, ATI HD raedon 4650. Plus some other games like batman arkham asylum and whatnot and they work fine and gave me really decent FPS on high configurations.
Not implying it isn't important, obviously you wont be running games with an i486 and titan on top of it, initially, i'm mentioning if the proecessor does lack the required requirements SLIGHTLY doesn't mean the PC won't run the game with stable FPS, even battlefield 4 and gta 4 run pretty decently on core 2 duo, but if you wish for optimal performence then you should also upgrade the proccessor as well.

if you just want to play the game and not care about graphics, then yes. of course!
