Sometimes when I try to give rep, then the bar on the other side of the screen appears. ( The bar that says the person's name, and their profile,etc.) Is there a reason for this?

I think I know what you mean, that happens to me sometimes too

It only happens when you move your cursor onto the grey bar, though. You have to click on the rep icon and keep it there or it won't work
