the thing that wuold suck then is if someone gave you a rep and because they hated someone ellse said they wwere the person they hated just to get them banned

No it wouldn't. It can be a bad rep with just a couple periods, a bad rep saying "I don't like you". But not some super insulting one that randomly swore and a bunch of other stuff.
