Fair, although I see where you're coming from, it's pretty clear that, when referring to Sakura and other medical ninja, they aren't referring to shape and nature manipulation, Tsunade who has been said to have the best chakra control hasn't shown this, in fact only Naruto and Sasuke have shown it. Medical ninjutsu requires you to insert chakra into the body of the person that needs healing and needs to be precise, which is why it links to efficiency. I'm not saying it's wrong, I just think they're referring to a different type of controlling chakra, and the article isn't all that precise.
