Also to put a reminder on this,it took Naruto a long time to get his chakra right to be able infuse wind element into his Rasengan.

That combined attack was practically like adding another element to the Rasengan and the fact that Naruto and Sasuke were able to do that on their first try without seeing each other for years is a sign that they have both mastered chakra control.

Syncing chakra doesn't require the same level of chakra control that Byakugou depends on, all it needs it for the two shinobi to be in complete sync, this is hard, even for a seasoned duo. That's what Tobirama meant. They aren't the same thing.
