There is a thing like non-theistic religions. As I was saying, religions aren't limited to theism.
You've just proved my point.

Superhuman agency = God
Governing the conduct of human affairs = Subservience

Buddha isn't even a superhuman, not even in a non-Godly way. Just a normal human. And he doesn't control anything or tell people what to do.

A religion involves some kind of God; that is a fact. Here's half a dozen definitions including the one you posted, which backs my point:

the belief in a god or in a group of gods. : an organized system of beliefs, ceremonies, and rules used to worship a god or a group of gods.
The belief in and worship of a superhuman controlling power, especially a personal God or gods
The belief in and reverence for a supernatural power or powers, regarded as creating and governing the universe

belief in a divine or superhuman power or powers to be obeyed and worshiped as the creator(s) and ruler(s) of the universe

How did I prove your point. My point was that there are multiple kinds of religions, hence why we have mutiple different definitions. Buddhism is classified as religion and that is a fact.
