I thought that Roger gave hat to shanks after he decided to surrender to WG. But here shanks is wearing the straw hat. So Roger gave hat to Shanks way before. Roger must have travelled to lots of places after battle with Shiki. That means that Roger gave hat to shanks after seeing his potential not to pass it to other.

Besides, if that were true, why would Rogers wear a different hat then throughout his piracy?

We surely will get a flashback when luffy meets shanks and tries to give the hat back to him. Then probably shanks will tell luffy that he deserved the hat than shanks himself as it as it was previously worn by the pirate king, a flashback explains it all.....
