Start by closing your eyes and meditate. Calm down your body and let out all the unnecessary thoughts. Your only thought should be focusing on your mind and soul. Chakra continously flows in your body, it can be described as breathing, meaning it happens naturally. Imagine stopping your breathing. What did you do? You took control of something that happened naturally. Similarly, you're going to learn how to "take control" of your chakra flow. Now, focus on the flow of your chakra in your body and let it be steady. Once you do that, imagine the properties of wind in your mind(free, calm and fast flowing) and make you chakra "mimic" wind's properties. This is known as nature manipulation. Hold the special chakra paper and "flow" your newly formed Wind natured chakra into it. If done rightly, it will split it into exactly half. A good example of how wind has raw cutting and shredding force. Remember, concentration and focus is the key.

Alright. Handseals primarily manipulate chakra and dictate the exact amount of chakra needed for the respective specific technique. Weaving of handseals makes chakra take different "patterns". Some techniques require a large number of handseals, which is related to the complexity of performing that technique and if not weaved properly, in order, or if the user loses focus in between, then the technique is either executed in a weaker state, or it is dispersed midway, depending on the specific technique. A good example is Water Dragon Bullet Technique. It was shown that the technique required a string of 44 handseals to perform, however the Second Hokage, Tobirama could perform it with a single handseal, due to his unparalled Water mastery. It is shown in the manga that with time, a shinobi after mastering the specific technique, requires one-literally no handseals to perform it, an example being Chidori, which required some handseals when Sasuke just learnt it. In our RP, the user can perform any 2 elemental releases of his choice, depending on the elements he has placed as specialties, with one-virtually no handseals/faster handseals. Usually, handseals are performed with both the hands, but Haku, Minato, etc have demonstrated the ability to perform it with only a single hand. The 12 basic handseals are Monkey, Ram, Dog, Horse, Dragon, Boar, Rat, Snake, Ox, Hare, Bird, Tiger.

So basically, a large no. of handseals are usually involved in a technique that requires immense focus and manipulation of chakra. Ninjutsu and Genjutsu do require handseals, but there are some Ninjutsu/Genjutsu techniques which don't.

Let's start with the techniques.
One of the most basic techniques of the Wind element. Okay, come down. First, gather up a small amount of chakra in your lungs. Let it evenly flow throughout your chakra network. Once you feel the flow of your chakra, perform elemental recomposition(nature manipulation) on your chakra as you did when slicing the paper, meaning you manipulate your chakra making it mimic the properties of wind. After you do that, channel this newly formed Wind chakra into your mouth, and convert the Wind chakra into actual wind which you release outward. Now, the key for this technique is to release it steadily and evenly, maintaining focus over your chakra as you do.

This helps in breathing Fire, wind, etc. Usually, jounins on an average have 2 elemental affinities, meaning they can alter their chakra's nature to mimic whatever 2 elements' affinities they have. In our RP, once you reach S-Class rank by posts, you can have all 5 elemental affinities.

Listen, you don't "shape" it into a blast. A blast means a sudden wave of highly compressed air. What you do is, that you apply shape manipulation to compress your chakra and let it be released all at once using your hand motion, forming a "blunt blast" thereby. Try the blast variant again. Let that poor rock be blown away. ;_;
After you do that, jump into the air. After you jump, gather your Fuuton chakra in your lungs and blow out a stream of wind by evenly releasing your chakra. The advantage here is that, this technique lets you help you change your direction in mid-air, if you blow the stream of the wind toward the ground, since the recoil force changes your direction. You can angle your head in different directions and change your direction accordingly. This technique can also be used to blow out the dust present on the ground to form a dust cloud, which can effectively hide your location, except if the opponent has a Doujutsu or a sensory bio to sense your chakra. This technique is similar to the first ever Wind technique we learnt, except that with the first technique, you can form blasts, streams, vortexes, gusts, and basically whatever you want. In theory, the first technique we had learnt can fall in any of the 3 methods. Try it out and change your direction.

Once more, you don't change your chakra into a stream. What you do is, you release your Fuuton chakra evenly in a guided direction. This evenness of release and constant fueling makes the wind blown out of your mouth as a stream. Okay, look here. This is how you're gonna do it:
I jump into the air and point my head downwards at the ground, while taking a small breath and gather the right amount of raw chakra in my lungs required for the technique. As I do this, I perform nature manipulation on my chakra to change it's properties to that of wind natured chakra. After I successfully do this, I channel my newly formed wind natured chakra(Fuuton chakra) towards my mouth and convert my chakra into actual Wind. As the wind just leaves my mouth, I take care to release it in an even manner, while continuously fueling chakra. This forms a stream of wind which pushes me further away from my position due to the recoil force. I then angle my head in different ways, to change my direction accordingly and slowly form a semi-circle, as I slowly start reducing the chakra amount for the technique. Thereby, I slowly land on the ground, and as I near it, I release control over my chakra, successfully ending the technique.
See? This is what I expect while you perform. Detail is always the key.
If you blow the stream of wind upwards, then it wouldn't be helpful as you cannot change your position. It would be a waste of chakra, Toshiro. Keep that in mind. You don't actually change your "chakra" into "blasts" or "Streams". The way you release your chakra either evenly, or either sharpening it to its max, makes the wind take the form of streams/slicing gusts.
Let's move on.

A basic and effective technique too. Requires a small amount of chakra. Basically, this is a gust of wind that can lift up dust and sand from the ground and layer another area with it. This can be used to layer trees, etc with sand, so that the opponent; if he/she tries to jump on trees to get a higher ground, then he/she would be met with sand on them, thus hindering their footing. Another basic usage is to lift up the sand and dust and direct it towards the enemy's eyes, so that they are blinded temporarily. Best used in short range, however one cannot use this in other ranges, as the technique states the range as "short". This is a drawback as well as an advantage. The opponent can however use a higher ranked/stronger wind technique to overpower the dust and sand and instead re-direct it back at me, as well as damage my body/blow me back, if he uses a slicing wind technique/a wind blast.

Easy technique again. You focus and gather a medium amount of Fuuton chakra in your palms, and clap them together. As this motion happens, you use shape manipulation to compress your chakra and release it all at once. This sudden release causes wind to form and escape your hands at once, in the form of a blast.

Description: This is a relatively simple technique that when the user performs the following hand seals Tiger → Ox → Dog → Rabbit → Snake they create a sudden gust of wind, but its scale varies greatly depending on the user. If used by a superior shinobi, it has enough destructive power to knock down a large tree. The wind from the squall can blow away all things in the user's line of sight. A variation of the technique involves a smaller blast of wind which gets ignited with flame.
Simple, but requires some handseals. So basically, you gather a medium amount of Fuuton chakra in your stomach and channel it to your mouth, wherein you release it in the form of a large explosive gust of wind by evenly releasing your chakra, and fueling it constantly. This is quite useful to power up a Fire Release technique, since it increases it's range as well as it's speed. The gust is powerful enough to knock down an entire tree. This can be used to blow away all things in your line of sight, since it covers a massive range. I would personally use it to power a fire technique, or blow back projectiles at massive speed and give the opponent a smaller chance to escape. If you've noticed, the Dust Wind Technique has short range as a limitation, as well it's only D-Ranked. So, this is a quite good technique, since this is a higher ranked technique and more stronger, as well as it covers a wide area, so you have the chance to blow dust at your enemy's eyes, even when you're at long range, thus overcoming the limitation of Dust Wind tech.
And, one more thing. I'll tell you what things like "Short range", "Long range", etc..mean

You could do better. For the first one, you could use this if a Taijutsu master tries to come close to you.
Also, mention disadvantages, i.e. for the second one, a long string of handseals is a big disadvantage, unless you state wind as your primary or secondary specialty in your bio. Another one is that, being a sudden blast, it can be countered with fire by the opponent, which can rush towards you instead and put you in danger.

Description: The users gathers his Fuuton chakra into the lungs to blow out a sphere of air at his target that can blow backwards the opponent and small objects around him.
Nothing complex here. You gather your Wind chakra in your lungs and exhale out wind, while compressing it to form a sphere of wind, which turns into a blast, blowing back the opponent and small objects. You can use this to speed up projectiles, and follow up with a fire blast. Since, this is a sphere, this almost acts like a solid object, i.e. it has the ability to deflect things, and can make an impact like how a punch would. If this were A-ranked, it could surely break bones. But, the disadvantage here is that it doesn't cover a wide area, and can be easily countered, since this is a projectile technique.
(Futon: Joushou Arashi Kabe no Jutsu) - Wind Release: Rising Tempest Wall Technique

Description: The user will first strike their target into the air with their Giant folding fan or Giant War fan and then follow up with releasing a blast of wind pushing the target back. Normal users can release a blast of wind to send them back if they do not possess a Giant folding fan or Giant war fan.
For shinobis, who don't use a fan in their bio, the technique involves channeling chakra in your lungs then releasing a blast of wind. Doesn't require any handseals, which is a good thing, and is a simple blast of wind. The range, however, is short, which is a double edged sword; you can use this to push back enemies who try to attack you with Taijutsu, although, it isn't useful in mid-long range battles. Doesn't cause any severe slashing damage to your opponent, he's just blown back. You can follow up with Earth Wall to slam the enemy onto the Earth and damage his body. As usual, this doesn't cover a wide area, and can simply be evaded by going out of range of the technique. Be wary, however; you can combo it with Fire techniques, but remember a very important point:
If you release a Fire projectile first, and then use a wind blast to increase it's range and intensity, then it's all good. However, if you release your wind blast first, and then follow up with a fire projectile, the fire projectile doesn't increase in it's intensity, it just scatters away in an unpredictable direction. That's why, always use Fire first, and then wind.

Okay. You gather a good amount of Fuuton chakra in your hand and compress the said chakra. Once you make contact with any object, you release out the compressed chakra to form a "blast" of Wind which emerges from your hands and causes a great amount of damage on impact. This sudden emergence of a blast pushes away the opponent far off, and can be used if the opponent tries to close the distance between him and you. Alternatively, you can release a fire ball and "punch" the air forwards, which increases the intensity and range of the said fireball, along with it's speed. The downside here is that, you can only use it in short range.
(Fūton: Shinkūken) - Wind Release: Shock Blade

Description: The user swings their blade and a gust of wind is released in the arc that it was swung in. The technique is strong enough to stop projectiles that are thrown at the user.
Simple one. You unsheath your blade and channel your Fuuton chakra into it. Then, you swing it with a violent motion, the said motion causes the Fuuton chakra to be released as a sudden and destructive gust of wind, in the arc it was swung in. It's powerful enough to stop projectiles which are thrown toward you, almost acting like a "wall" of sorts, and can continue on forward, extending upto mid-range. This technique is famously used to remove foreign materials from your body, or release yourself from traps, like Water Release: Water Prison and Water Release: Gushing Water Imprisonment, since it pushes away the water from you.
Once more, you can use this to take the enemies by surprise and inflict damage to them.

Wind is not limited to be used only with Katon jutsus, you can combine them with other Fuuton, Suiton, Doton and in rare cases, Raiton jutsus.

This motion causes wind to be released at once suddenly, in the form of powerful gusts of wind. The prime difference between this technique and Wind Release: Shock Blade is that, the power of the wind gust is greater with this technique, and covers an expansive area. Although, even the previous one is stated as mid-range, it means that the reach of the gust is mid-range, whereas, this is mid range too, but it covers a larger area horizontally.

Description: Originally Gaara's technique, for other characters the user will have to gather the dust or sand of the environment around him and then combine it with his elemental wind affinity. A large wind gust with dust or sand will get created capable to push away the opponent or medium sized objects.
For this, you gather a medium amount of Fuuton chakra, and then you'll take a deep breath. Mix your Fuuton chakra with the inhaled air and then exhale it out towards the ground, dividing your chakra equally as you blow out a large stream of wind. This wind stream will pick up the dust or sand in the vicinity and form a massive stream of dust/sand. You can then direct it at your target. The good point about this technique is that, not only can you push back the opponent or multiple opponents, you can also hinder their vision, since this forms a deadly sand stream. You can also push away medium sized objects with this, like Fuma Shurikens, swords, etc. Doesn't require handseals, so it's quite fast, but it's extremely location based, since you can't simply perform it on a lake, etc.

(Fūton: Boufuu oonami no Jutsu ) - Wind Release: Gale Surge Technique

Description: The user will create a large surge of wind that is capable of pushing a target back and dealing some small cuts to them. The wind technique is also strong enough to push back a large summoning creature.
So, for this, you gather a large amount of chakra in your lungs, and then take a very deep breath. You mix the inhaled air with your chakra and then proceed to exhale wind from your mouth in the form of a large and powerful stream. The special part about this technique is that it can blow back a shinobi, as well as inflict cuts to him, i.e. it is partly a cutting wind technique, as well as a stream. The maximum power of this technique is evident, when you can push back a large summoning creature, like a giant toad itself.
I'd personally use this to push myself into the air, since it has a great amount of power, and more power means more speed, due to which I can get out of traps quickly. You can use a fireball technique, and then follow up by this, so that the fireball is enhanced and covers a greater area. Most people use it after the famous, Great Fireball Technique. However, as with every wind stream jutsu, you have to take care in short range, since the opponent can spew out an equally/greater fire stream and overpower your jutsu, as well as you'd have greater chances of taking the hit, due to the distance being less. The drawbacks are again quite obvious; mid range limitation and being a streaming jutsu, you'd have to maintain focus over your chakra for the entirety.

Description: The user does the Ram handseal and inhales, kneading his chakra into his lungs, exhaling a huge blast of wind that levels anything in its path. Can cause major damage and requires a sufficient chakra level to perform. This large wind blast moves in tremendous speed and cannot be controlled. If the user gets caught in it, it will harm him also.
One of my most favorite techniques. Let me demonstrate it for you:

With a slight smirk on his face, he bent his body down a little diagonally downwards, planting his feet firmly on the ground. As the right moment came, he weaved the Ram handsign and inhaled a large amount of air, kneading a large amount of chakra, mixing the inhaled air with it. As he did that, he transformed his chakra into wind and blew out a very large blast of wind from his mouth. The moment the wind blast left his mouth, the large and terrifying sound of wind occurred, as trees, debris and anything in front of them started being uprooted as leaves from the trees started being split away, with branches and logs flying in random directions. He continued fueling the blast, as in some seconds, the sea of trees in front of them turned into a giant wasteland.
You saw, how it leveled everything in it's path? This is the strongest wind jutsu that was ever created. Never use it in short range, or it will blow you away like a ragdoll too. It's wild and uncontrollable, but if you use it rightly, you can have an upper hand in battles with this. Analyze it for me, it should be pretty understandable from my performance.
