reason why Sharingan don't > Rinnegan

I believe that the comparison people were using with sharigan being better than rinnegan was basically nagato/pain compared to every sharigan that his presented in naruto thus far. The reason being is that Nagato/pain used no Sharigan techs and they are comparing the abilities of just the Rinnegan to the abilities of the just the Sharigan. Being that Madara is the only one that has ability to use both sharigan and rinnegan abilities at the same time he was not included in the debate.

^this. Madara used both powers, but still his Rinnegan is boosted with Uchiha and Senju power, it's just to compare separately which powers are given to you with every of the both Dojutsu. Itachi didn't speak about the Rinnegan as the superior Dojutsu too, he said to Nagato, that with both their Dojutsu combined, they could do almost anything.

Those guys just beat around the bush.

There really isn't much discussion it. Nagato was only able to use the Rinnegan Techs because the Eyes were stuck in that stage. Rinnegan is the most powerful ocular power and I don't see why a lower tier eyes can actually be stronger than the Rinnegan.
