they do use it, in fact even characters with low chakra like Itachi and Kakashi use it often. Kakashi even did tajuu kage bunshin vs gatou's men and his stamina was really pathetic at the time. due to their low chakra reserves they use it for just seconds though, unlike Naruto who's chakra reserves are so huge that he can make it a staple of his strategy and field a lot of bunshin at a time and still have acceptable chakra reserves. with BM he should be able to make a hundred of those clones each with the same chakra level as KAkashi for instance. perfect susanoo takes a lot of chakra, sasuke would be stupid to divide his chakra even further and try that. madara only did susanoo bunshin because he's a edo tensei with, and this is key, hashirama dna.
in short the difference between Naruto, Kisame, Jiraiya and Itachi and Kakashi is the way they use bunshin. the latter use it primarily as a distraction while the others use it to more to improve their offensive capabilities and gain a numerical advantage. the kisame imitation for instance which only possessed thirty perecent of his chakra was able to make three clones. the itachi one was not able to use his ms...
