Reason why Itachi/Sakura/Sasuke/Orochimaru aren't Hokage level

Sakura is the only one who I agree with. The others are pretty damn powerful and if Tsunade is hokage level then they're easily up there

Well we've seen what Hokages can do.... Considering Gai's statement about Hokages making the barrier trapping the Jubbi.... Only Oro out of the 4 you mentioned can do it imo.... So if you go by Gai's words.... The other three are not Hokage Level.... =D =D

Itachi and Sasuke are kage level. They may not be the strongest but they are indeed kage level. Sasuke took out a Hokage candidate practically on his own with his MS and Itachi's stamina issue can be offset by his MS techs and Susano'o. I haven't seen much of Sakura to form an opinion yet.

Sasuke has beaten a Kage.
Itachi COULD have been a kage.
Sakura is on par with Tsunade.
