to bring back the dead as edo soldiers in order to use suicide techniques on the battlefield

He probably wanted to revive Itama and Kawarama. There was no reanimation jutsu that could revive a long-dead corpse. He probably thought that it would be fine to use reanimation using criminals in capital offense, but changed his mind at some point when he realized how wrong he was to do so. Maybe he succeeded to reanimate them, and they felt the jutsu's wrong and Tobirama changed his mind from that point on.
