reason abt 7 pairs of rinnegan

since the pein saga i had doubts about no. of rinnegans......
nagato had 1 pair but how did the other 6 pairs come into existence making a total of 7?....now since it's revealed that MS is upgraded to rinnegan did tobi use the collected sharingans n upgraded them to rinnegans turn by turn n gave them to 6 paths of pein n nagato?
if not then how's it possible to hav 7 pair of rinnegans?
surely they dont hav a rinnegan copier.....or do they?
any ideas n comments r welcome...

the hosts r dead n there r 6 of them......
nagato used piercings n rods to control 6 paths who were infact dead but wat abt tobi?.....

No he does'nt, since he is right by them to control them all he need do is to control them using the two eyez since he is not far from them
