Hay i was wondering if you could link me to the page were it says how many you have to have in order to make a character bio thats part of clan ex. ( huyga, uchiha, uzamaki) ya know?

Also are you able to teach justu like lightning release and such benn looking around and thought i would ask you ^_^

just had an idea do you know anybody that does lightning release training and would teach me it? also is it required to have a character bio to do justsu training?

Yep. you are required to have a bio to do that.
