There's a difference between appreciating or even complimenting the way someone looks and harassment. Just don't go overboard!
That's the thing, though - they're not just jokes cause they change people's opinions about serious matters, and in a harmful way.

Honestly, it doesn't even matter.
Many women who dress like that tend to have low self-esteem. They feel beautiful/hot when they show off everything, and they become so used to dressing like that that they can't dress any other way or it will make them feel unattractive. Many just want to be seen as attractive, which is why they can respond negatively when guys actually approach in inappropriate ways. They want attention, but they don't want it at the same time.
And then when men look at them like they're attractive, they react negatively. And thus, the problem/women's logic joke is born.

Well, there is a point there. If you wear the hoe's uniform, you'll be treated like a hoe.
The women's logic thing are usually just jokes, not to be taken seriously. There's men's logic jokes too.
