so wouldn't only sages be allowed to use it i have seen a lot of people using it

and also after u use it wouldn't u be done for the battle b/c of the damage done to
A. ur arm
B. the chakra points in ur arm (or something like that)
and it should be restricted to once per battle unless u are a naruto character

(of course this doesn't apply to sage mode)

well its only forbidden because in the anime Tsunade wouldn't allow Naruto to use that jutsu anymore because of the damage

yeah b/c it could endanger his life as a ninja (he won't be able to use any more jutsu) so it should be restricted

Naruto was so weak when he used it. he didn't even kill Kakuzu with Rasenshuriken, so why restrict it?He wasn't even close to Sannin Rank to use it.
But I agree, there should be more damage to the user than 10.

as for higher damage, yes we can do that I think, If the rest agree also and if Nexus is up for changing the data.
