As for the answer, it was invented by the 4th hokage Minato Namikaze. He has not said so himself whether it was invented from observing the TBB, but Bee believes that is where he derived the idea from.

that is speculation. we dnt kno all the ppl minato fought yet do we? no. cuz there is no MINATO GAIDEN lol. but yea man minato culda fought another tailed beast and obseved a tbb cuz he is a genuis and lived cuz u kno FTG cud save him anytym.
