Rasengan is an incomplete jutsu while FRS is a complete jutsu that takes Rasengan to another level. Naruto was in KM when he used FRS and the Juubi Jin can only be hurt by Senjutsu or taijutsu so Naruto went SM and used Rasengan.

OT: I think Juubi Jins actually don't have that great of durabilities. There durability is surely top notch, but it's probably not
