Here is the correct order.
1. Bee. Has showcased insane stamina throughout the war and even in base was able to overwhelm Taka Sasuke. Has mastered the beast and great dubability/speed, especially in V2 form. I know a lot of people are saying was he was crap during this war, but let's be honest, even Naruto would've been defeated had he not been saved multiple times.
2. Hatake Kakashi. Is probably the best in-battle tactician in the series. His Kamui is capable of instantly warping away bodies that even Tobi who has a Sharingan/Rinnegan was fooled. And the guy was actually expecting Kakashi to use it and he still fell for it. 1000+jutsu/great stamina in this war/spars with multiple V2 Jins. Unless he gets another powerup, Bee will be stronger than him. Is faster and better in taijutsu than all of the current Kages besides A. 1000+ jutsu etc
3. Maito Gai. He isn't as versatile as Kakashi, but he's a competent Kage-level shinobi. He has turned the gates on and of like a boss throughout the war. He took out Kisame fairly quick once he resorted to the seventh gate. He is faster than any of the current Kages apart from the Raikage, and Yamato compared his seventh gated attack to that of a nuke. He was also holding his own against multiple Sharingan-Rinnegan Jins; these jins were overwhelming Bee and Naruto at first.
4. Onoki. Madara considered him the biggest threat out of the 5 Kages. His stamina isn't amazing, but he has more than enough for a decent fight. His Jinton got rid of Madara's clones and he was the most effective against Madara in general. He has more experience than any of the characters in the list. Jinton AOE and rock clones etc
5. Raikage/A. Yeah, he hasn't been great during this war, but the dude was holding his own against MS Sasuke and is faster than all of the current Kages.
6. Gaara/Tsunade
I'd say both of these are even. Gaara would be better in certain situations, while Tsunade is superior in CQC and probably the best support ninja in the entire series. Sadly they both aint very fast, not saying they are slow, but they are noticeably slower than people like Itachi/Kakashi/Gai/Sasuke etc etc
Gaara is still young so he will get stronger as time goes on.
The current Kages are all pretty close in power, each have their own advantages, but I reckon it's something like this combat wise.
