Inuarashi easily stopped Jack's trunk and Nekomamushi easily slammed Jack to the ground. It was also said that Jack used Caesar's weapon to beat them. We don't know all of the details, but the dukes looked more impressive...for now.

Just becuase you think Sabo is stronger doesn't mean its obvious....

Sabo couldn't scratch Fujitora even when the latter was holding back.
Luffy was able to scratch Fujitora(granted he got stronger after fighting Doffy)
Doffy couldn't be touched by Luffy

Fujitora was more serious/concentrated when facing Sabo than he was Luffy. At the very last he made an active attempt to stop attacks. If you think G3 which DD called slow, the same DD who Fuji tagged and intercepted casually moved fast enough to scratch a serious Admiral then I am sorry for you. Issho was not expecting Luffy to attack him as he did and even then he recovered fast enough to stop the punch with his blade. Neither Sabo nor Fuji were fighting at their full strengths granted the former would murk him if they did. Sabo intention was to keep Fuji busy enough for the entirity of Dressrosa.

I'm fairly confident with Jack's placement, not really confident with Weeble's. Weeble can be above Doflamingo, but I'm putting him below for now.
