You can't exactly ask people to rank Minato without FTG....there hasn't been enough shown concerning his abilities to be able to rank him with his best technique.

The Jikukan Kekkai or should i say s/t barrier is a variation of the original hirashin technique, therefore by limiting hiraishin you are also limiting Jikukan Kekkai, unless you mean the original hiraishin and none of its variations.

Anyway he is obviously still kage level. By hype a master fuinjutsu user. Still one of the fastest base speed, though a couple of ninja's are above him without hiraishin

What is the point in this? It's like asking to ranked Sasuke without his Sharingan, or Naruto without Kurama...they are abilities that are either inherited or learned and are part of that characters skill set.

As a ninja, his team(Kakashi,Ren,and Obito) could not capture the bell from him! I do believe the fight with Obito would have went differently though. The FTG is a bloodline tech passed down from his grandfather,Second Hokage.

Without FTG, I can't see how Minato can beat A.

I also can't see how he can save the village from the nine tails attack. Considering how he had to use FTG to:

1. Escape Tobi
2. Send Kurama away from the village
3. Not sure if this is part of FTG, but use space time ninjutsu to teleport TBB away from the village.
