No he isn't. Lee has greater chances to win a fight; not just against Kiba, also any other opponents. Lee is highly skilled at what he is doing; by your logic any other k11 member is better than Lee.

Are these stats from the data book? If so they're a little off, Kiba's speed is listed as 4.5. Which would edge him a V by databook however Lee with a 3.5 stamina really? he ran miles unconcious, if that's not stamina idk what is(also Shikamaru has a stamina of 3 you think Shika is close to Lee in stamina). Plus Lee is one of the fastest characters in Naruto and probably the fastest without using a jutsu or abnormal chakra.

FIRST,is my OPINION

Kiba and Shino are over Shikamaru,problem? Shikamaru have only brains and that shadow possesion jutsu and when it comes to taijutsu or speed or strength or stamina Kiba is way better than him,and Shino can do this new jutsu while Shika isn't fast he can use bugs clones too to fake himself,Shino is intelligent too.

Man what did Tenten do besides killing one of Kakuzu's heart?(also she was going to die because of using banana or whatever is name of that tool) Ino is way better than her(he saved Kakashi,Bee and Naruto ass from Juubi attack) and also Ino connected Shikamaru to the whole alliance.

Sai=Hinata because that's why,I dont wanna comment this but they're same level,you should not understimate Sai,he's Anbu atleast

Neji 8.5 then Hinata should get 7.5? you're over-rating Hinata so much

And how about Naruto and Sasuke low ratings? Man,maximum is 15 how 14 and 14.5 is low?

Kiba isn't over Shikamaru mainly because he's too hotheaded, mainly. Everytime a hotheaded opponent goes against a calm calculating opponent they lose in the end despite how well they do throughout the fight. Shino is weaker than Shikamaru in taijutsu and overall and since you like stats so much I'll show you. According to the third data book:

On to Ten-Ten. You are exactly right she killed a Kakuzu heart(tougher than any enemy Ino fought), she's wielded a weapon of the So6P. She can supply a small army with weaponry and she's proven herself in hand to hand combat. Take Shikamaru and Choji away from Ino and all you have is a human radio. Now when Ino is wiht the Ino-Shika-Cho then yeah she has some boss techniques. Tenten is only half a point below Shino in the databooks as well. Don't misinterpret I like Ino better but Tenten is a better kunoichi.

How am I over-rating Hinata? Because I see her development? She trained with Neji for 3 years during the time skip and learned everything from him except the Rotation, including how to connect the 64 palms as we've just seen. 64 twin lions head palm would wreck most of K11 even if it didn't have gentle fist properties, add in Gentle fist and Shino,Kiba,Shikamaru(as much as I like him) and Choji would all fall in a 1v1. Hinatas biggest weakness is her self defeating attitude, if she were a character with conviction you'd see how much she could offer. It is true she started off way below Neji I'd say 2-3 points but she's closed that gap drastically.

Choji is boss, again another character who's self defeating attitude gets in the way of his abilities, but that should be done now after his Asuma battle. All the Akimichi are strong and Choji is no exception. It was said early on that in raw strength Choji was top of K12(11/13 whatever number you want to use) Asuma also said if Choji could get over his feelings he could be great, and he and his father were great during this war, their body expansion jutsu is good.
