So much wrong where to start? You say K11 but list 13 people. You list Naruto then say not to list Naruto. You put Kiba and Shino over Shiakmaru? Are you basing this off brute strength or strength as a shinobi? You made Ino above ten-Ten when she is only good as a member of a team while Ten-ten can fight on her own, AND you made Sai = to Hinata, what? Hinata and Neji should only be a point at most( half a point realistically) apart; If Neji is 8.5 than Hinata should be no less than 7.5. Also your scores after Naruto and Sasuke seem low, the others aren't as far down as you make them out to be. Cgoji at least 10 Neji 9.5 Shikamaru at least 9 Lee at least 9.

that when i said list naruto then not to list Naruto was my bad and I put Sasuke and Sai because some members put only Sasuke or only Sai and f*** the whole thing up so I put them together

Shikamaru,problem? Shikamaru have only brains and that shadow possesion jutsu and when it comes to taijutsu or speed or strength or stamina Kiba is way better than him,and Shino can do this new jutsu while Shika isn't fast he can use bugs clones too to fake himself,Shino is intelligent too.
Man what did
Tenten do besides killing one of Kakuzu's heart?(also she was going to die because of using banana or whatever is name of that tool)
Ino is way better than her(he saved Kakashi,Bee and Naruto ass from Juubi attack) and also Ino connected Shikamaru to the whole alliance.
Sai=Hinata because that's why,I dont wanna comment this but they're same level,you should not understimate Sai,he's Anbu atleast
